How does the pay scale work in the Federal Government

The Federal Government uses pay scales such as the "General Schedule" commonly referred to as the "GS" scale.  Each job has a starting scale number, such as a GS-7, which is the base rate at which new hires would start.  There is also a journey level, such as a GS-13, which is where you would top out at if you successfully complete the requirements for each prior level.

In addition to the base pay there may also be "locality pay" which is a percentage that the base will be increased, in order to cover the addition living cost for that particular city where the job is located.
