About the Position: Length of tour and type of tour varies by location. Accompanied or unaccompanied tours varies according to location. This position can be a one year unaccompanied tour or the position can be a two year, accompanied tour varies according to location.
SPECIAL CONDITION OF EMPLOYMENT:
You occupy a position that is considered essential to support of DA's mobilization and wartime mission during periods of increasing tension or mobilization. Your position is considered emergency essential because (1) no qualified and immediate replacement exists; and (2) having it vacant would:
(a) impair the effective operation of essential military support systems, or
(b) adversely impact the combat mission of deployed forces. Failure to remain in your position may result in separation for the efficiency of the Federal Service (Ch. 75 Title 5 USC; FPM Ch. 752).

Major Duties:You will reviews plans and specifications for agreement, omission and clarity of interpretation for contract administration purposes. Participates in construction conferences to answer any inquiries regarding application of specifications to work and to furnish information on scheduling, progress reporting, periodic payment and contract modification requirements. Review and investigate the need for and the processing of contract modifications originating in the field or directed as a result of change in design or work. Prepares contractor pay estimates, reviewing to ensure that quantity and cost data reflect the progress of pay items are accurate with regard to measured quantities and the applicable bid item cost breakdown, and to ensure validity of contractor's construction schedule submittal. Develops priorities, plans, schedules and makes recommendations on work assignments in accordance with phases and stages of construction.
