About the Position: Conditions of Employment:
1. Must be able to obtain and maintain a secrete security clearance.
2. Must pass annual health physical requirements to maintain position.
3. Living conditions, office space, and equipment will be provided by the Department of State. Selectees will be afforded the same living conditions as provided by all DOS PRT employees at that specific site.

This position may be located in various locations throughout Iraq and living conditions vary from site-to-site.

The job provides the opportunity to learn how the Department of State operates in a reconstruction effort.   • At the employee¿s discretion, assignment duration may be 6 months to 1 year. Assignments may be Temporary Change of Station (TCS) or Temporary Duty (TDY), whichever is more cost effective to the organization. For TCS assignments of 6 month to 1 year duration TCS entitlements may be authorized.

    Major Duties:Serves as Provincial Reconstruction Team (PRT) Engineer embedded w/ the Department of State , responsible for coordination and execution of assigned projects. As a member of PRT, implements corporate decisions, guidance, laws, regulations,&policy in the development of the project intermediate products in support of the project. Negotiates/integrates all functions (i.e., planning, design, cost engineering, construction, real estate, contracting, and environmental considerations.) into a comprehensive management plan. Participates in programming decisions affecting long/short-range courses of action for assigned projects. Provides input to the operating budget related to projects assigned. Plans work to be accomplished; sets & adjusts short-term priorities; prepares schedules for completion of work. Teach, coach, and mentor Iraqi engineers,contractors, and govt officials of construction activities.     General Schedule

  • NOTE: (#1) This vacancy will be filled by candidates that qualify for temporary promotions, reassignment, or change to lower grade. (#2) Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Lack of sleep may occur due to long work hours and uncomfortable living conditions. Employee will report symptoms of stress and fatigue to the on-site supervisor. Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities. Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local Emergency Operations Center so availability of refrigeration at the work site can be determined. Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy. Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain. Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected. (#3) Foreign post differential of 35% is authorized while TCS/TDY to a downrange location. Additional compensation of 35% over basic compensation will be granted to employees for service at designated danger pay costs. (#4) Locality pay does not apply in the overseas area. Locality rates of pay in CONUS will not be used for pay setting when transferring to the overseas area. (#5) SPECIALIZED EXPERIENCE: Mastery of advanced concepts, principles, and practices of engineering and/or sciences to be able to serve as an resident expert to resolve difficult problems and issues, and plan, design, monitor, and evaluate complex and varied projects that represent the full range of construction and public works projects, e.g., water, electricity, sewage, roads, irrigation, and environmental. Ability to apply new technologies and techniques to problems not resolvable through conventional methods.Ability to apply this knowledge to create a project management plan to research, review, and evaluate the results of variety of project under the purview of the PRT Engineer. Must lead multidisciplinary teams to develop major, long range program and project planning. Knowledge and skills necessary to anticipate and identify program deficiencies, and/or new requirements at very early stages and develop compensating changes throughout the project. Must have in-depth understanding of management and organizational principles, along with associated US government policies, regulations and practices.

  • Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.
  • One year of experience in the same or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills, and abilities of the position being filled.
