JOB SUMMARY
The Duncan Hunter National Defense Authorization Act (NDAA) FY2009 provides that the Secretary of Defense can designate acquisition positions within the Department of Defense as shortage positions and recruit and appoint highly qualified persons to those positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Army to meet our mission requirements for the acquisition of systems, equipment and facilities.
This position is covered under an alternative personnel system known as the DoD Civilian Acquisition Workforce Demonstration Project. The Demonstration Project replaces GS grade levels with occupational families and pay bands. The salary range of the position being filled will not be decreased with the change to pay bands. This position incorporates former GS-12 step 1 through GS-13 step 10 grade levels and salary levels. Pay increases within the pay band will be accomplished through the Pay for Performance Appraisal System.
KEY REQUIREMENTS
MAJOR DUTIES
The incumbent applies mastery knowledge of the principles, practices, and theories of engineering fundamentals involving a combination of professional engineering work such as: physical and engineering sciences and mathematics; computer hardware/software integration; electrical, chemical, and/or electronic phenomena; and/or analysis of engineering structures, materials, and adaptability to develop plans and objectives for assigned technical area within the PM. Advises on the practicability, feasibility and economic implications involved in research and development and production of assigned components. Establishes priority target dates, resources and requirements to implement the technical portion of projects and insures their timely integration with overall program. Serves as a principal coordinator between Government supporting installations and private industry to correlate results of investigations and operations. Conceives new concepts and approaches to resolve engineering problems. Evaluates and provides recommendations on engineering drawings, performance specifications, and engineering design changes generated by both contractors and Government agencies.
