MAJOR DUTIES: 
0801 - General Engineering Series:  This series includes all classes of positions the duties of which are to advise on, administer, supervise, or perform research or other professional and scientific work of a special or miscellaneous character that is not specifically classifiable in any other engineering series, but that involves the application of a knowledge of such engineering fundamentals as the strength and strain analysis of engineering materials and structures, the physical and chemical characteristics of engineering materials such as elastic limits, maximum unit stresses, coefficients of expansion, workability, hardness, tendency to fatigue, resistance to corrosion, engineering adaptability, engineering methods of construction and processing, etc.; or positions involving professional work in several branches of engineering.

0803 - Safety Engineering Series:  This series includes positions that require the performance of professional engineering work to eliminate or control hazardous conditions resulting from human error, equipment and machine operations that may lead to injury to persons and damage to property. The work requires the application of: (1) advanced mathematical techniques; (2) professional engineering principles, methods, and techniques; (3) safety related elements of the physical sciences, ergonomics, psychology and physiology; and (4) safety principles, standards, practices, and analytical techniques.

0806 - Materials Engineering Series:  This series includes professional engineering positions which are involved in the generation and/or application of theories, principles, practical concepts, and processes related to materials engineering science including considerations of cost, availability, fabrication, performance, and use) and the traditional engineering science disciplines (e.g., civil, mechanical, electrical, and chemical); material sciences (e.g., the interrelationships of composition, structure, and properties), including nondestructive evaluation and inspection advising on the best materials or combinations of materials for diverse and specific uses; or developing and applying the means of testing, evaluation, life prediction, and standardization of materials and properties for use in engineering, architecture, and scientific designs and projects.

0810 - Civil Engineering Series:  This series included professional positions in the field of civil engineering, typically requiring application of general knowledge of the physical sciences and mathematics underlying engineering, and specialized knowledge of: (1) mechanics of solids, particularly of soils, (2) hydraulics, (3) theory of structure, (4) strength of materials, (5) engineering geology, and (6) surveying. Positions in this series have responsibility for management, supervision or performance of: (1) planning, designing, constructing, and/or maintaining structures and facilities that provide shelter, support transportation systems, and control natural resources; (2) investigating, measuring, surveying and mapping the earth's physical features and phenomena; and (3) research and development activities pertaining to (1) or (2).

0830 - Mechanical Engineering:  This series covers professional engineering positions involved in the managing, supervising, leading, and/or performing professional engineering and scientific work: involving the design, development, commission, manufacture, operation, maintenance, and disposal of mechanical devices and systems and their equipment and/or components; and concerning the principles of motion, energy, force, and material properties to ensure mechanical devices and systems and their equipment and/or components function safely, reliably, efficiently, and economically.

 

0850 - Electrical Engineering Series:   This series includes professional engineering positions that require primarily application of knowledge of: (1) the physical and engineering sciences and mathematics; (2) electrical phenomena; and (3) the principles, techniques, and practices of electrical engineering. The work pertains primarily to electrical circuits, circuit elements, equipment, systems, and associated phenomena concerned with electrical energy for purposes such as motive power, heating, illumination, chemical processes, or the production of localized electric or magnetic fields.

0854 - Computer Engineering Series:  This series includes professional engineering positions that require primarily the application of knowledge of: (1) fundamentals and principles of professional engineering; (2) computer hardware, systems software, and computer system architecture and integration; and (3) mathematics, including calculus, probability, statistics, discrete structures, and modern algebra. The work pertains primarily to the research, design, development, testing, evaluation, and maintenance of computer hardware and software systems in an integrated manner.

0855 - Electronics Engineering Series:  This series includes professional engineering positions that require primarily application of knowledge of: (1) the physical and engineering sciences and mathematics; (2) electronic phenomena; and (3) the principles, techniques, and practices of electronics engineering. The work pertains primarily to electronic circuits, circuit elements, equipment, systems, and associated phenomena concerned with electromagnetic or acoustical wave energy or electrical information for purposes such as communication, computation, sensing, control, measurement, and navigation.

0858 - Biomedical Engineering Series:  This series covers professional engineering positions involved in managing, supervising, leading, and/or performing professional engineering and scientific work exploring and using biotechnology to: enrich practices, techniques, and knowledge in the medical, physiological, and biological sciences; enhance and ensure the health, safety, and welfare of living (i.e., human and animal) systems; and create and improve designs, instrumentation, materials, diagnostic and therapeutic devices, artificial organs, medical systems, and other devices (e.g., systems, equipment, application programs, and components) needed in the study and practice of medicine with living systems.

 

0861 - Aerospace Engineering Series:  This series includes professional aerospace engineering positions involved in planning, research, development, design, test and evaluation, analysis, production, fabrication, operation, type certification, and/or maintenance of aerospace vehicles or integrally associated equipment. It also includes positions involved in investigating phenomena encountered in aerospace flight, monitoring and analyzing unknown or unfamiliar aerospace vehicles, piloting aerospace vehicles, developing aviation safety standards and regulations, and positions providing staff leadership and guidance related to aerospace engineering programs. The work requires application of scientific and engineering principles in the field of aeronautics and astronautics, such as aerodynamics, aeroacoustics, astro-dynamics, computational fluid dynamics, fluid mechanics, flight dynamics, flight structures, thermodynamics, flight propulsion, and energy conversion and use.

0893 - Chemical Engineering Series:  This series covers positions managing, supervising, leading, and/or performing professional engineering and scientific work involving: chemical processes utilized by industries and scientific technologies to produce useful products and systems; and the use of mass, momentum, and energy transfers together with thermodynamics and chemical kinetics to explore, extend, improve, and provide for existing and potential chemical and biochemical conversion processes.

 

0896 - Industrial Engineering Series:  This series covers professional engineering positions involved in the managing, supervising, leading, and/or performing professional engineering and scientific work to determine, evaluate, predict, and advise on effective ways for an organization to use its production factors (i.e., people, equipment, materials, information, and energy) to make or process a product or provide a service.

The Defense Acquisition Workforce Improvement Act (DAWIA) of 1990, P.L. 101-510, Title XII, imposed qualification requirements for certain acquisition positions. DAWIA was enacted to improve the effectiveness of the acquisition workforce by establishing minimum qualification standards for each acquisition career field or functional stall. DoD implemented DAWIA by establishing a certification process.  Acquisition Professional Development Program (APDP) is Air Force implementation of DAWIA.  Each Acquisition, Technology, and Logistics (AT&L) career field requires specific education, training, and experience as well as defines the certification process for each career field.  Candidates must be able to meet mandatory education, training, and experience requirements of the level of the position to which they are appointed within two years of their assignment.  These requirements are in addition to the qualification requirements established by the Office of Personnel Management. Certification levels are determined by the level of responsibility of the job, and whether job requires basic, intermediate, or advanced experience and training.

Qualifications:

MINIMUM EDUCATION REQUIREMENTS: 
A.  You must show successful completion of a full four-year professional engineering curriculum leading to a bachelor's or higher degree in engineering in an accredited college or university.  To be acceptable, the curriculum must: 1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; OR 2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:  (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B.  You may qualify based on a combination of education and experience -  college-level education, training, and/or technical experience that furnished (l) a thorough knowledge of physical and mathematical sciences underlying professional engineering, and (2) a good understanding both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.  The adequacy of such background must be demonstrated by one of the following:

1.  Professional registration:  Current registration as a professional engineer by any state, Guam, Puerto Rico or District of Columbia.

2.  Written test:  Evidence of having successfully passed the Engineer-in-Training examination, or the written test required for professional registration which is administered by the Boards of Engineering Examiners in the various states, District of Columbia, Puerto Rico and Guam.

Applicants who have passed the EIT examination and have completed all the requirements for either (1) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester or 90 quarter hours of courses in the physical, mathematical, and engineering sciences; OR (b) a BET from a program accredited by the Accreditation Boards for Engineering and Technology (ABET).  Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program. Applicants who apply for positions that involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science MUST meet the basic requirements in paragraph A.

Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least one year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence.  The adequacy of this background must be demonstrated by passing the EIT examination.

3.  Specified academic courses:  Successful completion of at least 60 semester or 90 quarter hours of courses in the physical, mathematical, and engineering sciences and in engineering that included courses specified in the basic requirement.  The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in the basic requirements in paragraph A.

4.  Related curriculum:  Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology may be accepted in lieu of a degree in engineering, provided you have at least one year of professional engineering experience acquired under professional engineering supervision and guidance.  Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. The above examples of related curricula are not all-inclusive.

ADDITIONAL QUALIFICATIONS:  Applicants must also have one year (52 weeks) of specialized experience equivalent to the next lower qualifying grade or pay band equivalent under another pay system in the Federal service. The experience must demonstrate your ability to apply the knowledge, skills, and abilities to successfully perform the duties of the position.

PART-TIME OR UNPAID EXPERIENCE: One year of work experience is calculated as 12 months, working full-time (at least 32-40 hours per week).  Part-time experience can be pro-rated, i.e., 12 months working 20 hours per week is credited as 6 months of experience.  Credit will be given for unpaid work experience or volunteer work, such as community, cultural, social service, and professional association activities on the same basis as for the paid experience. Only experience obtained by the closing date of this announcement will be considered.
